2011 INTERNAL CONTROL ASSESSMENT STATEMENT

 

The Agriculture and New York State Horse Breeding Development Fund (Fund) has in place an internal control structure and policy.  The Fund certifies that it has followed a process that assessed the adequacy of its internal control structure and policy for the year ending December 31, 2011.  The Fund found its internal control structure and policy is adequate and functioning well and the Fund has endeavored to cultivate a culture where its internal control structure and policy is vigorously and consistently employed and adhered to.     

 

Fund Overview

The Agriculture and New York State Horse Breeding Development Fund (the Fund) is a public benefit corporation established in 1965 by the Laverne Law (Laws of New York, Chapter 567 of the Laws of 1965).

History

The New York Sire Stakes was the first program of its kind developed in North America and later became the model for state-bred racing programs in nearly all of the major harness racing states and provinces on the continent.

Sponsored by NYS harness racing industry organizations, the first NYSS events were held in 1961.

Legislation

The Agriculture & New York State Horse Breeding Development Fund was created by the Laverne Law in 1965. Today this legislation is part of the Laws of New York Racing, Pari-Mutuel Wagering & Breeding Law; Article 3; Sections 330-336.

Equine Research

Equine Education

The Fund contributed $50,000 for broad-based support to the statewide 4-H program centered at Cornell, helping to provide youngsters with educational opportunities and information on possible careers within the breeding and racing industries.

By Laws

Pursuant to the provisions of Section 806 of the General Municipal Law, the Board of Trustees of the Agriculture and New York State Horse Breeding Development Fund ("the Fund") promulgates these rules of ethical conduct for the officers and employees of the Fund.
