Breeders' Awards Program -- 04-07-2008

SIRE STAKES

BREEDERS’ AWARD PROGRAM FOR 2008   

 

Breeders' Awards will be 10% of the New York state breeding farm account which consists of certain revenue received by the Fund from July 1 through June 30.  This coincides with the normal New York Sire Stakes (NYSS) purse year.  The total Breeders' Awards pool for any given year will be declared in June which is the end of the purse year.

 

BREEDERS' AWARDS

 

The Breeders' Awards program is performance based with a pool for each level of NYSS racing: Sire Stakes, State Fair, Late Closers and County Fairs.  The Breeders' Awards program goes into effect for the 2008 racing season.

 

Breeders of two- and three-year-old horses participating in a NYSS event in each NYSS racing season will be eligible to receive a performance based award.  Only breeders of horses finishing in positions 1-5 in the NYSS racing program will benefit from the Breeders' Awards program.  Payments to the breeder of each horse will be calculated based upon a preset breeders awards chart that will be established at the end of each purse year by the Fund.  The chart will be calculated on NYSS gross purses and will allocate breeders' awards in descending amounts, similar to purses, for finish positions 1-5.

 

The 2008 Breeders’ Awards Chart below is for illustrative purposes only. The award amounts will be decided in June of 2008, as the amounts depend on actual revenue, and the chart will be updated at that time.

ELIGIBILITY FOR BREEDERS’ AWARDS

 

It shall be the breeder’s responsibility to ensure accurate records are kept on all progeny.  The recipient of any breeders’ award must be the owner of the mare at the time of mating as declared to the USTA. The racing horse must be nominated to the NYSS or be subsequently entered into sire stakes events in order for a breeders’ award to be paid.

 

PAYMENT OF BREEDERS’ AWARDS

 

The Fund will commence accumulating performance based Breeders’ Awards in the 2008 Sire Stakes season.  Breeders’ Awards will be based on NYSS race participation from January to December of each year.  At the end of the racing season total awards due each breeder will be calculated and paid as soon as practical.  In the case of multiple breeders, the Fund will contact the first breeder listed on the horse’s USTA registration papers.  Information required for tax purposes will be requested of all recipient breeders.

What is the NYSS Breeders’ Awards program?

The Breeders’ Awards program is an incentive to promote agriculture through the breeding of standardbred horses in New York State.  The Breeders’ Awards will be given at all levels of New York Sire Stakes (NYSS) harness racing. 

 

When does the program start?

The program will commence during the 2008 racing season, which starts in June. 

 

Who is eligible to receive a Breeders’ Award?

Eligible recipients of a Breeders’ Award are individuals who have bred a money-winning horse racing in the NYSS program. Only the first breeder of record listed with the Fund is eligible to receive an award, in cases where multiple breeders are listed.  Additionally, the competing horse must have been nominated to the New York Sire Stakes as a yearling. 

 

Do I have to fill out a special form to be eligible for a Breeders’ Award?

You do not have to fill out a special form to be eligible.  If you’ve nominated your horse as a yearling and the horse races in the NYSS program and it becomes a money-winning horse, the breeder of that horse is automatically eligible to receive an award. 

 

How much money is available for Breeders’ Awards?

The Fund estimates that as much as one million dollars will be available to fund the 2008 Breeders’ Awards program. 

 

How is the Breeders’ Awards program funded?

Breeders’ Awards funds are derived from the remittances from the State’s harness tracks and Off Track Betting parlors.  Legislation mandates that the above stated entities provide a percentage of the total betting handle to the Agriculture & NYS Horse Breeding Development Fund for the administration of the New York Sire Stakes program, including the Breeders’ Awards program. 

 

How much will each recipient receive?

The Fund’s budget is based on a purse year of July to June.  Therefore, the breakdown will be available by June of each year, when all funds have been received and the Fund is able to accurately calculate the monies to be awarded.
